Prime Minister, the Most Hon. Andrew Holness, has directed the Board of State refinery, Petrojam, to take the necessary actions to recover funds determined to have been misappropriated from the entity’s resources.This instruction comes in the wake of the Auditor General’s (AG) report into the refinery’s operations, which identified certain administrative and oversight shortfalls.“Where the Board sees that, for example, payments were made for work on a contract and, by virtue of delays and changes, the contract is terminated… but full payment was made and work not completed… the Board should seek legal advice and prepare to recover such funds through civil means. That is part of the principle of restitution that will ensure that there is accountability,” Mr. Holness emphasised.He was addressing journalists and other stakeholders during a press conference at the Office of the Prime Minister (OPM) on Monday (December 10).Mr. Holness noted that in the past where issues of the magnitude of what occurred at Petrojam were brought to public attention, reports were tabled, “but we have seldom sought to make restitution”.He emphasised that this is an important principle that the Government must “not just speak about in words, but [put into] practice and reinforce it”.The Prime Minister further contended that consequent on the Petrojam revelations, Jamaica’s system of governance “can only grow stronger if we establish that there has to be a principle of restitution”.Meanwhile, Mr. Holness said that every effort will be made to ensure that the relevant committees of Parliament are furnished with the AG’s report.He advised that the Leader of Government Business in the House of Representatives will consult with government members on the Public Administration and Appropriations Committee (PAAC) to ensure that the report is brought to that body’s earliest and most convenient sitting for scrutiny and deliberations.Mr. Holness also indicated that he is slated to meet with AG, Pamela Monroe Ellis, on Monday afternoon to further discuss some of the recommendations outlined in her report.He pointed out that the proposals put forward are measures that could be implemented across public bodies.“We have seen where there could be tweaks as well as profound changes to the structure of governance… that could improve the efficiency of public administration,” Mr. Holness added.

File PhotoA Narayanganj court on Wednesday indicted much-talked-about school teacher Shyamal Kanti Bhakta in a case filed by his fellow teacher on charge of bribery.Bhakta, the headmaster of Piyar Sattar Latif High School, was publicly humiliated on 13 May last year for allegedly hurting religious sentiment.Locals beat the headmaster in Bandar area of Narayanganj and local MP AKM Salim Osman, brother of Awami League MP Shamim Osman, forced him to do sit-up holding his ears.This incident sparked public outrage across the country after the video of Shyamal Kanti doing sit-ups holding his ears went viral on social networking sites.Now that headmaster stands accused of taking bribe in a case filed by a teacher of the same school, Morsheda Begum.Morsheda filed the case on 27 July in 2016 accusing the headmaster of taking Tk 1.35 lakh from her as bribe in 2014.Narayanganj senior judicial magistrate (third) Aktaruzzaman Bhuiyan indicted Shyamal Kanti after a hearing in presence of the headmaster.The magistrate fixed 12 December as the date of next hearing of the case.Talking to Prothom Alo, Bhakta, who is now out in bail, alleged that Salim Osman worked behind the scene to file the “false case” against the teacher in a bid to get rid of the case against himself.“I am being harassed by filing a false case against me despite the fact that I am a teacher. I want justice and to get rid of the false case,” said Bhakta. Earlier in May this year, a Narayanganj court sent Shyamal Kanti Bhakta to jail in the case after he surrendered before it, seeking bail following an arrest warrant.

Photo: ReutersUS president Donald Trump was hopeful Thursday of a resolution to an ongoing crisis between nuclear-armed rivals India and Pakistan which has ignited fears of an all-out conflict in South Asia.Trump, speaking at a press conference in Hanoi after a summit with North Korean leader Kim Jong Un, said he had had “reasonably attractive news from Pakistan and India”.The US has been “involved in trying to have them stop,” he told reporters.”We have some reasonably decent news… Hopefully that’s going to be coming to an end,” he added.The comments were his first since India and Pakistan both claimed to have shot down each other’s fighter planes after a rare aerial engagement in the skies over the disputed Himalayan region of Kashmir early Wednesday, with Pakistan capturing one Indian pilot.The incident — the latest in a dangerous sequence of events between the two countries — sent tensions rocketing, as major world powers including China, the US and the UN urged restraint.New Delhi said it lost one fighter jet and a pilot was missing in action, later confirming he was in Pakistani custody. India also downed a Pakistani jet, the foreign ministry said.Pakistan claimed to have shot down two Indian jets and denied it lost any aircraft in the dogfight.Islamabad said its incursion across the heavily militarised border was in response to Indian warplanes bombing Balakot, well inside its territory, on 26 February.That attack was the “jaw breaking” response Indian prime minister Narendra Modi had promised after militants staged a suicide bombing in Indian Kashmir on 14 February, killing at least 40 paramilitaries.New Delhi blamed the Pakistan-based Jaish-e-Mohammad for the attack, and hit what it called a training camp for the militants in its aerial raid 12 days later.The crisis has seen the US thrust into the familiar position of trying to defuse tensions, but American officials are making no secret of faulting Islamabad.US policymakers have grown exasperated with Pakistan for not doing more against Islamist extremists, and envision a broad, long-term alliance with an emerging India.
